Preheat oven to 200˚C. Peel and chop potatoes and boil until tender. Drain the potatoes and mash them with milk and Flora spread.
Heat oil in a medium frying pan and brown beef and onion. Add Recipe Base, water and carrot; stir to combine. Cover and simmer for 10 minutes or until carrot is tender.
Spoon mince filling into an ovenproof dish, top with mashed potato and bake for 20 minutes or until golden brown.
